There were positives at the European bench comp earlier in the year- the rest is just speculation.

yeah correct- if Kazakhstan drops the ball, we wont be picking it up. Why? See reasons above. Some of the US lifters were saying South Africa was a possibility- but who knows.

From memory it was originally listed as South Africa, then changed to Kazakhstan about 6 months ago. I'd assume that would mean going back to South Africa could happen.
